24/02736/P Land At Home Gardens Redland Hill Bristol BS6 6UR; Application for outline planning permission with some matters reserved – Redevelopment of the site comprising demolition of existing buildings and the erection of two new buildings to provide up to 60 residential units (Class C3) and up to 209 sq.m. (GIA) of flexible office space (Class E) to Whiteladies Road ground floor frontage, and associated works (Access, Scale and Layout to be determined now with Appearance and Landscaping reserved for future consideration).
The previous application for this site was refused by Bristol LPA and at appeal on the grounds of adverse impact on the adjacent properties at 7 and 9 St Vincent’s Hill. The revised design has moved the building further from these properties and reduced the height closest to them, and increased the green buffer. Many objections made. Planning committee decision still pending.
National Planning changes
As part of the aim to speed up the planning decision making process, most planning application decisions from 31st October will be made under delegated decision powers by planning officers rather than planning committees. Nationwide, there has been a removal of member call-in powers and the automatic referral of applications to committee once a certain number of objections has been received. Planning officers and the chair of the planning committee will decide which cases are brought to committee and Planning officers will have the overriding vote.
This continues the move towards plan-led decision making and away from local and community input.
The National Planning Policy Framework (NPPF) has been further revised (August 26) to support and speed up building projects.
National policy is given greater planning weight in local decision making.
Higher and denser developments are supported.
Pubs and community buildings will be better protected against change of use development.
Pre-commencement conditions which will slow start of work are to be avoided.
